Tension troubles

Hi friends,
I recently started my first cross stitching project, a Christmas stocking for my son. All is going well but I do have one spot that is rippling due to inconsistent tension in the section. I read online that you can steam iron the piece between two cloths to help remove the rippling. When is the best time to do this, as soon as I notice it or when the project is fully finished? Any other advice is greatly appreciated, thank you!

    If you aren't using a hoop, you might consider this to keep the tension in the fabric tight. Also, you mentioned this is your first project, if you haven't done so, the floss needs to be separated since it comes in 6 strands. Here is a link with more information: https://tinyurl.com/479ecebs
